The Office National de l’Informatique (ONI)
The Office National de l’Informatique, abbreviated “ONI”, is a Public Industrial and Commercial Enterprise (EPIC) specialized in the automated processing of information for the administrative services of the Central African State. It is likewise an effective partner for parastatal and private entities. Indeed, the ONI was created in 1972 by Ordinance with the aim of promoting and popularizing computing in the Central African Republic. This Ordinance granted the ONI the status of a financially autonomous legal entity.
Placed under the authority of the Ministry in charge of Finance and Budget, the Office National de l’Informatique is headed by a Director General whose actions are overseen by the Board of Directors. The ONI’s headquarters are located in Bangui, Rue de Brazza.
The missions or responsibilities assigned by the Ordinance to the Office National de l’Informatique are of three (03) kinds. The first is to ensure the automated processing of information for the administrative services of the Central African Republic, both in terms of preliminary studies and analyses and of implementation work. The ONI must, secondly, play an advisory role in defining a computing policy for the Central African Government. Finally, it falls to the ONI to carry out the studies and the execution of all automated data processing across the entire Central African territory, at the request of those responsible for the commercial, industrial, agricultural and parapublic sectors.
Trajectory of the IKOUĒ Academy programme
IKOUĒ is a Central African company incorporated in 2023. We build solutions to support employment, entrepreneurship and the inclusion of the Diaspora in the progress of the Central African Republic.
IKOUĒ takes shape on the ground through 5 programmes:
Academy - Free professional training in software development Jobs - A job platform specialized in IT-sector offers Factory - Support for entrepreneurs and incubators Connect - A portal to showcase projects seeking funding MyBusiness - Tools to support entrepreneurs and small businesses in their digital transformation. Each week, IKOUĒ Academy trains an average of around fifty people in software development. These sessions have, until now, been essentially theoretical, because most learners do not have a computer when they take part in the sessions.
The IKOUĒ Academy trajectory has always been to provide participants with an equipped room (computers and internet access) to further our goal of removing as many barriers to entry as possible and allowing anyone interested to learn more about software development.
This partnership with the ONI lets us take an important step in that direction.

Through this partnership, the training programmes offered by IKOUĒ can now begin their practical phase and be more beneficial to participants.
Moreover, the ONI’s position as a major player in information technology in CAR opens up prospects for mutually beneficial collaboration.
Also, beyond training developers, this partnership will let us reach a target that is very important in our strategy: trainers. We will come back to this last point in future articles on our blog.
Conclusion
The mission we have set ourselves runs through the establishment of partnerships with the key players in the education, employment, technology and entrepreneurship sectors in the Central African Republic.
