The Central African Republic takes a decisive step in its administrative modernization with the official launch, this Thursday 22 May 2026, of a workshop to strengthen technical capabilities in the service of digitalizing public finances. Held at the General Directorate of the Public Treasury, this event marks the start of a strategic programme aimed at strengthening the skills of the staff of the Information Systems Department (DSI) of the Ministry of Finance and Budget.

Chaired by Yambouka Wamata, Chief of Staff, the opening ceremony was an opportunity to underline the importance of this initiative in a context where digitalization is becoming a crucial lever for effective and transparent governance. The training, which runs until 12 June 2026, is part of a strong political will to durably anchor public action in a logic of performance, traceability and transparency.

Computing, a strategic pillar of the reform

Faced with the growing challenges of managing public resources, this approach aims to make computing a strategic pillar of the reform. The dematerialization of procedures makes it possible to better track fund flows and ensure rigorous management of regional expenditure, while facilitating the legalization and dematerialization of administrative processes. It also offers a strengthened framework for the control, verification and sharing of data between the various entities of the administration.

To support this transformation, the ongoing training of the Ministry’s staff and IT technicians is an essential step. The workshop, led by the technology company IKOUĒ SARL under the direction of its Director General, Aristide Cédric Bengué, offers a technical programme focused on network infrastructure, IT security, database management and programming. This three-week training aims to equip participants with the tools needed to support the digitalization underway, in particular revenue management and taxation.

Long-term support

Beyond this immediate action, the partnership with IKOUĒ SARL is part of a long-term mentoring approach, with the company showing itself willing to continue its technical support to the ministry. This collaboration between the public sector and private expertise reflects a shared desire to build a more agile, more resilient administration suited to contemporary challenges.

Funded by the United Nations Development Programme (UNDP), this workshop embodies international partners’ commitment to supporting the structural reform of the financial system in CAR. It is a key step toward more innovative, transparent and effective management of public finances, in the service of sustainable and inclusive development.
